strive to change

For the person who sees a tyrant ruler who is committing as lawful what is (Islamically) unlawful, violating the pledge (to Allah), opposing the Sunnah of the Messenger of Allah (peace and blessings upon him and his Family), and ruling over the servants of God with sins and oppression, and does not strive to change what the ruler is doing either through words or deeds, it is incumbent on Allah to hurl him (into Hell) along with the ruler?
